Education Law Center (ELC) released A Roadmap for Improving New Jersey’s School Funding Formula: Modifying the Property Tax Cap. The report discusses contradictions between the School Funding Reform Act’s local funding requirements and the state’s property tax cap. Additionally, ELC makes recommendations on how to remedy these problems.
