Leading up to the Census 2020, The Fund supported the creation of Hard to Count Area fact sheets. The maps featured in these fact sheets identified the HTC areas within congressional and legislative districts and demographic populations. The Census has historically missed counting people in Hard to Count (HTC) areas. Particularly vulnerable to not being counted: immigrants, people of color, urban residents, children under five, people living in multifamily housing, non-native English speakers, and people who are homeless. The HTC maps illuminated the areas of New Jersey that would be vulnerable to undercount and would need targeted outreach.
